Résidence La Seigneurie — 28 New Seniors Units in New RichmondNEW RICHMOND, Québec, September 13, 2004 — The Honourable Jean-C. Lapierre, Minister of Transport and Politic Lieutenant in Quebec, representing the Honourable Joseph Frank Fontana, Minister of Labour and Housing, and the Minister Responsible for Regional Development and Tourism, Minister Responsible for the Gaspésie-Îles-de-la-Madeleine region and Member of the National Assembly for Bonaventure, Ms. Nathalie Normandeau, on behalf of Mr. Jean-Marc Fournier, the Minister of Municipal Affairs, Sports and Recreation, Ms. Nicole Appleby, Mayor of New Richmond, and the President of Corporation CAPA, Mr. Gérard Boudreau are pleased to announce today the provision of financial assistance for the Résidence la Seigneurie. Construction of this housing project provides 28 new seniors units. This project, which required investments in excess of $2.8M, was built through the participation of public, private and community partners. Funding for the construction work, totalling $2,420,454, was paid under the Affordable Housing Agreement. Half of the funding was provided by the Société d'habitation du Québec and the community, including a contribution of $539,384 by the Town of New Richmond. The other costs were provided by Corporation CAPA through a mortgage loan guaranteed by the Société d'habitation du Québec. "The Government of Canada is pleased to work with the Province, municipality and community representatives to meet the housing needs of New Richmond's citizens," said Minister Jean Lapierre. "This project will directly benefit seniors by providing them with affordable housing within their own community." "I am pleased to see that all the efforts of the partners were focused on the same goal," stated the Member of the National Assembly for Bonaventure, Ms. Normandeau, "that of providing seniors in New Richmond with housing that meets their needs. Completion of the Résidence La Seigneurie is also an excellent example of beneficial partnerships between governments, the municipality, the community and the private sector." Of the co-operative's residents, 14 households will benefit from the Rent Supplement program, a financial assistance program from the Société d'habitation du Québec for low-income individuals who, without such additional assistance, would be required to allocate more than 25 per cent of their income on housing. Note that Ministers Fontana and Fournier have signed a second affordable housing agreement (Phase II). That agreement provides for an additional contribution of $150M in Quebec for construction of new affordable housing for low-income households. The federal contribution will be $74.9M, with an equivalent amount being provided by Quebec (Société d'habitation du Québec (SHQ) and the municipalities). This brings the contribution by the three levels of government to the Affordable Housing program to $473M.
